An unannounced complaint investigation was conducted on 03/07/2024 in response to a self-report made by the owner about an allegation in the area of Programs. Based on the information gathered which included staff interviews, a review of center video and written records this complaint is found to be valid.

Standard #: 8VAC20-780-400-A Description: Based on observation the center did not ensure staff interacted with children to provide needed help, comfort and/or support.
Evidence:
On 03/01/2024, staff #1 did not offer comfort or support to a 1 year-old child A, who was crying
when she abruptly picked the child up and yelled in her face to stop whining. Staff#1 told the child in a harsh tone to "hush," before rolling her to the floor with no support. The child continued to cry.Plan of Correction: A staff person witnessed this and immediately reported it to the owner. The owner terminated the employee who mistreated the child and reported the incident to licensing and child protective services.
Standard #: 8VAC20-780-410-1 Description: Based on observation, staff interviews and video footage, the center did not ensure rough handling or shaking a child was not used to guide behaviors.
Evidence:
On 03/01/2024, staff #1 used actions towards a 1 year-old child A, that are forbidden.
1. Staff #1 abruptly picked up a 1 year-old child A, who was crying. As Staff #1 yelled into the child's face, she jerked the child in her arms and rolled her to the floor with no support.
2. Staff reported observing Staff #1 squeeze child A's face and "shove a pacifier in her mouth."Plan of Correction: A staff person witnessed this and immediately reported it to the owner. The owner terminated the employee who mistreated the child and reported the incident to licensing and child protective services.
