8VAC20-790 Subsidy Program Vendor Requirements for Family Day homes

Technical Assistance:
Technical assistance was offered related to trainings, equipment used for children and emergency preparedness plan and procedures.

The vendor demonstrated compliance with the installation of a carbon monoxide detector. It was discussed with the vendor that the fire alarm unit must always remain connected to ensure safety of the children.

Comments:
An annual subsidy inspection was conducted on 9/26/23 from 12:35 pm tp 1:20 pm. There were 2 children in care (5 points) with the vendor supervising. The inspector reviewed 2 children's records and 1 caregiver's records to ensure compliance with the health and safety regulations. The children were observed arriving with the vendor to the family day home, watching TV, getting diapered and playing with toys. Information gathered during the inspection determined areas of non-compliance with applicable regulations or law, and violations were documented on the violation notice issued to the vendor.

Standard #: 8VAC20-790-250-F
Description: Repeat Violation
Based on staff interview, the vendor did not complete the annual health and safety update course.
Evidence: The vendor stated that she had not completed the 3 hour VA health and safety update course.

Plan of Correction: The health and safety training will be completed by the end of October.

Standard #: 8VAC20-790-260-C-2
Description: Based on observation, electrical outlets did not have protective covers that are of a size that cannot be swallowed by children.
Evidence: An extension cord with 7 electrical outlets was sitting on the table in the home. Non of the outlets were covered.

Plan of Correction: Outlets will be covered.

Standard #: 8VAC20-790-390-E
Description: Repeat Violation
Based on observation and staff interview, the diapering surface was absorbent; and the surface was not cleaned and sanitized after each use.
Evidence:
1. The vendor was observed changing Child # 1's on the diaper changing mat.
2. The area was not cleaned or sanitized after the diaper change.

Plan of Correction: Soap and water and a disinfectant will be used to clean and sanitize the diapering surface after every diaper change.

Standard #: 8VAC20-790-410-A-1
Description: Repeat Violation
Based on observation, the first aid kit was not complete.
Evidence: The first aid kit was missing an antiseptic cleansing solution and pads, and adhesive tape.

Plan of Correction: The missing items will be added to the first aid kit.

Standard #: 8VAC20-790-430-A-3
Description: Based on staff interview, emergency procedures were not practiced monthly.
Evidence: The vendor stated that she has not completed a lockdown drill.

Plan of Correction: Lockdown drill will be completed and logged annually.
