A code compliance inspection was initiated and concluded on 3-27-2023. There were 69 children present, ranging in ages 2 years 6 months to 4 years, with 10 staff supervising. The inspector reviewed compliance in background checks and requirements for child day centers operated by religious institution exempt from licensure. A total of 5 staff records were reviewed.
Information gathered during the inspection determined non-compliance(s) with applicable code sections and violations were documented on the violation notice issued to the program.

Standard #: 22.1-289.031-B-1 Description: Based on observation and staff interview the center did not establish and implement procedures for hand washing by children before eating.
Evidence: Staff was observed putting hand sanitizer in children?s hands, before lunch, rather than having them wash their hands. The director confirmed they use hand sanitizer because it is quicker.Plan of Correction: Staff meeting on 3/27 - staff was informed that all students must wash hands after toileting and before eating.
Standard #: 22.1-289.035-B-4 Description: Based on record review and staff interview the center did not ensure to obtain a copy of the results of a criminal history record information check, a sex offender registry check, and a search of the child abuse and neglect registry or equivalent registry from any state in which the individual has resided in the preceding five years.
Evidence: Staff #1 and Staff #3 indicated on the sworn statement as to having lived outside of the state of Virginia within the last five years. The staff person in charge confirmed that the center had not obtained all required out of state background checks.
1. There was no documentation of an out of state (Louisiana) criminal record check and an out of state child abuse and neglect search in the record for Staff #1.
2. There was no documentation that an out of state (Florida) child abuse and neglect search in the record for Staff #3.Plan of Correction: Staff #1 cleared on sex offender & child abuse in LA; criminal bkgrd pending. Staff #3 cleared on sex offender; child abuse pending.
