Technical Assistance:

Provided consultation on: 1) COVID-19 Guidance: The Virginia Department of Labor and Industry (DOLI) approved an Emergency Temporary Standard that requires all staff in child care settings to wear cloth face coverings. Pursuant to the Governor?s Executive Order 63, all children ages five and older are required to wear face coverings while indoors at child care programs. While not required, children ages two through four are strongly encouraged to wear face coverings while indoors, especially if children are in close contact. This is a best practice that will decrease the risk of COVID-19 transmission when children and caregivers are in close proximity. Cloth face coverings should NOT be put on babies and children under age two because of the danger of suffocation. Cloth face coverings are NOT recommended for any child who is sleeping, has trouble breathing, or is unable to remove the cover without assistance. Programs that remain open are to adapt service settings to align with public health recommendations, which include social distancing, wearing face coverings, implementing robust policies and procedures for hand washing and cleaning and disinfecting frequently touched surfaces and materials. Review all information from Virginia Department of Social Services (VDSS), Virginia Department of Health (VDH) and the Centers for Disease Control and Prevention (CDC) regarding COVID-19 updates. 2) Standard 580: Providing opportunities for vigorous outdoor play daily, depending on weather

Comments:

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A monitoring inspection was conducted on 12/1/2020 with an exit interview on 12/3/2020. The provider was contacted by telephone and a virtual inspection was conducted. There were five children present, two-three years of age, with the provider. The Inspector reviewed two children's records, three provider/household member records, the emergency drill log, meals and snacks, hand washing, enhanced cleaning and sanitizing of toys and surfaces, and daily indoor and outdoor activities. The information gathered during the inspection determined non-compliance with standards that are documented on the violation notice issued to the facility. The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs. Standard #:	22VAC40-111-100-A
Description:	Based on a review of two children's records, the provider did not obtain documentation that each child has received a physical examination by or under the direction of a physician prior to the child's first attendance or within one month after attendance. Evidence: the record for child #2 (date of first attendance: 5/29/2020) did not have documentation of a physical examination.
Plan of Correction:	Provided stated she will ask the parent for the child's physical.
Standard #:	22VAC40-111-30-E
Description:	Based on an interview with the provider, it was determined that the family day home did not ensure the home's activities, services, and facilities are conducive to the welfare of children in care. Evidence: The family day home failed to adhere to essential guidance and recommendations, established by the Department of Social Services, based on CDC recommendations for programs that remain open during COVID-19. The provider stated that 1) social distancing of at least six feet is not being maintained between individuals, 2) providers and children over the age of two are not using cloth face coverings when physical distancing is not maintained, 3) extra hand washing procedures are not practiced after touching the eyes, nose, mouth or shared toys and surfaces, 4) items are shared and they are not cleaned and disinfected between shared use, 5) there is no enhanced cleaning and sanitizing of frequently touched surfaces.
Plan of Correction:	Provider stated that each child now has individual materials, and they are being sanitized between use. Children are washing hands more frequently, and sitting 6 feet away from each other when playing.
Standard #:	22VAC40-111-60-B
Description:	Based on review of two children's records, it was determined that not all records contained all required information. Evidence: the record for child #1 did not have the name, address, and phone number for a second emergency contact.
Plan of Correction:	Provider stated she will ask the parent for the missing information.
