8VAC20-800-430-B: Accordion expansion gates and pressure mounted gates shall not be used as protective barriers at stair openings. (Gates should be attached to the wall and staircase before children are enrolled.)

8VAC20-800-510-A: A child shall be provided with an individual crib, cot, rest mat, or bed for resting or napping. (At this time only one crib is available so no more than one infant, birth through 12 months, should be in care until more cribs are purchased.)

8VAC20-800-760-A: The following emergency supplies shall be in the family day home, accessible to outdoor play areas, on field trips, in vehicles used for transportation and wherever children are in care: h. Triangular bandages.

HB1823 adds ? 22.1-289.058 to the Code of Virginia. This bill requires all licensed child day programs and religiously exempt child day centers, certified preschools, family day system homes and certain other programs that serve preschool-age children operating in a building built before 2015 to be equipped with at least one carbon monoxide detector.

Comments:
An announced initial inspection was conducted on 12/13/21 from 9:00am to 11:00am with the provider. The provider plans to operate 24 hours a day, 7 days per week. The provider will care for up to 9 children from 1-month to 13-years of age. Most, but not all, standards were reviewed as standards related to supervision and programming could not be observed because there were no children in care during the inspection. The provider's record, and four household members? records were reviewed. The provider has current certification in CPR and First Aid. Medications will not be administered at this time and the provider is aware that she must obtain Medication Administration Training (MAT) in order to give medication. The home is equipped with a variety of age appropriate materials. Breakfast, morning snack, lunch, afternoon snack, and dinner will be prepared by the provider. Policies and procedures were reviewed. The first aid kit, flashlight, weather band radio, fire extinguisher, and smoke detectors were observed. A conditional (6 month) license will be recommended. An unannounced follow up inspection will be conducted within 60 days to determine compliance with standards not observed at the initial inspection. Description: Based on documentation review and interview with the provider, the family day home did not have a written emergency preparedness and response plan. Evidence: An emergency preparedness and response plan was not made available to the inspector during the inspection and the provider reported that one had not been created.

Plan of Correction: The plan was created and submitted to the inspector on 12/14/21.
