Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and an in person inspection was conducted of the program.

A renewal inspection was initiated on February 28, 2022 and concluded on March 2, 2022. The provider was contacted by telephone and an inspection was conducted. There were 3 children present, ranging in ages from 2 year to 3 years, with staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 2 child records, 1 household members record and 1 staff records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-800-900-A
Description: Based on staff interviews and observation of type of food served, the provider did not ensure to assist in preventing choking, by serving food that is is hard, round, small, thick and sticky, or smooth and slippery such as whole hot dogs sliced into rounds, nuts, seeds, raisins, uncut grapes, uncut raw carrots, peanuts, chunks of peanut butter, hard candy, and popcorn shall not be served to children under four years of age, unless the food is prepared before being served in a manner that will reduce the risk of choking, i.e., hot dogs cut lengthwise, grapes cut in small pieces, and carrots cooked or cut lengthwise.

Evidence: On February 28, 2022, the children ages 2 and 3 (Child #1, age 2 and Child #2 and Child #3 age 3) were served raw carrots as a part of their lunch. Provider confirmed the carrots were raw baby carrots and they were not sliced or cut but were served whole to the children. This item is considered a potential choking hazards.

Plan of Correction: As of 2/28/2022 anything such as hotdogs or carrots will be sliced long wise.

Standard #: 8VAC20-800-280
Description: Based on observation and staff interviews, the provider did not ensure that potentially poisonous substances, materials and supplies such as, but not limited to, cleaning agents, disinfectants, deodorizers, plant care chemicals, pesticides, and petroleum distillates shall be stored away from food in areas inaccessible to children.

Evidence: On February 28, 2022, the hand sanitizer and room deodorizer both items are labeled "keep out of reach of children" and at least one of the other statements "hazardous", "harmful" and "flammable".

Plan of Correction: Hand sanitizer and any other spray will be kept out of reach of children's reach.

Standard #: 8VAC20-800-630-A
Description: Based on observation, the provider did not ensure to use positive methods of discipline. Discipline shall be constructive in nature and include techniques such as giving positively worded direction and redirecting children to acceptable behavior.

Evidence: During the inspection on February 28, 2022 at approximately 12:00 pm, there were three children in care and it was nap time. Child #1 and Child #2 were observed sleeping. Child #3 was not sleeping. Licensing inspector heard and saw the provider tell child #3 at least 3 times "lay down!" and said at least 2 times "I told you now lay down!" and once she said "if you wake up them up you will be in a lot of trouble!".

Plan of Correction: I will talk to children in a more positive manner.
