Comments:
The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services. The violations listed below reflect the new VDOE codes and standards.
An announced initial inspection was conducted on April 27, 2022 from 10:20am to 12:35pm. There were two children in care during this inspection as the home is currently operating as a Voluntarily Registered Family Day Home. The family day home is requesting a licensed capacity for 5 children ages 1 year through 12 years. Provider has been approved by zoning to provide care for this number. All required documents including the menu, emergency phone numbers, daily schedule, and emergency preparedness plan were reviewed. First aid kit and emergency equipment were present.
The program will offer meals and snacks to children in care. Medication will not be administered at this time. Transportation is not provided.

During the inspection, compliance with some standards could not be determined since the center is not yet in operation as a Licensed Family Day Home. Compliance with these standards will be determined during unannounced visits once the program is in operation. Though some standards of care could not be determined during the initial study, the home is in substantial compliance with the standards that could be determined.

Violations:
Standard #: 8VAC20-800-250-E
Description: Based on observation, the provider did not ensure empty plastic bags large enough for a child?s head to fit inside were inaccessible to children under five years of age.
Evidence:
There were several empty plastic bags located in an unlocked lower cabinet within the reach of children in care.

Plan of Correction: Put a new latch on cabinet.

Standard #: 8VAC20-800-280
Description: Based on observation, the provider did not ensure potentially poisonous substances and cleaning agents, were stored away in areas inaccessible to children.
Evidence:
There was one cleaner located on the table in the backyard and one cleaner and a container with gasoline located on the ground in the backyard.

Plan of Correction: Put them away on the shed.

Standard #: 8VAC20-800-290
Description: Based on observation, the provider did not ensure sharp objects were inaccessible to children unless being used by the caregiver or with children under close supervision.
Evidence:
There were a pair of sharp gardening shears sitting on a table in the provider?s back yard.

Plan of Correction: Put them away in the shed.

Standard #: 8VAC20-800-440-A
Description: Based on observation, the provider did not ensure children do not have access to decks, porches, lofts, or balconies that do not have protective barriers or guardrails.
Evidence:
1. The provider?s front porch had several missing guardrails that presented a falling hazard.
2. The provider stated that they use the front porch when taking the children to the park.

Plan of Correction: They will be fixed.
