?8VAC20-790 Subsidy Program Vendor Requirements for Family Day Homes

Technical Assistance:
Discussion and inspection of the new address for the Family Day Home (FDH). Both the inside and outside areas of the home were inspected.

Discussion of Household Member #2 and that the Provider has sent a request of search of the central registry.

The Provider has requested a blank copy of the Drill log for her FDH.

Comments:
This initial inspection was conducted by licensing staff and concluded on 08/24/2022, between the hours of 10 am to 11:30 am. There were no children present, with 1 caregiver. The inspector reviewed compliance in the areas of administration; physical plant; staffing; programming; medication; special care and emergencies; and nutrition. Today's inspection was initiated due to the relocation of the FDH to a new address. Policy now dictates that an initial inspection must be generated to facilitate this change. In addition to the change of address, the capacity to 7, and hours of operation will now reflect 7:30 am to 10:30 pm; Monday through Sunday. A total of 4 children records, 3 household records, and 1 staff record was reviewed.

Information gathered during the inspection determined that there were (3) non-compliances with the applicable standards. These violations were documented on the Violation Notice issued to the home.

If you should have any questions, please call or send an email to charlie.perkins@doe.virginia.gov. Thank you.

Charlie Perkins,
Licensing Inspector

Violations:
Standard #: 8VAC20-800-800-A
Description: Based on review, the Family Day Home (FDH) still needs to update the Emergency Preparedness and Response Plan (EP&RP) to reflect the new home.

Evidence -
1. On the date of inspection (08/24/2022), Part A of the EP&RP needs to be completed.
2. Part B needs to be updated to reflect the new home and the procedures to be taken during a fire drill. Currently the procedures in place still reflect the prior address.

Plan of Correction: Will update and correct the EP&RP to reflect new home.

Standard #: 8VAC20-800-330-A
Description: Based on interview, a landline telephone was not installed on site.

Evidence -
1. A landline phone was not available during the inspection.
2. The Provider stated (during an interview conducted on the date of inspection - 08/24/2022) that installation of a landline is scheduled for this week.

Plan of Correction: The landline will be installed this week.

Standard #: 8VAC20-800-430-C
Description: Based on observation, a protective barrier or guardrail was missing for the steps leading down into the child care area.

Evidence -
1. On the date of inspection, the bottom half of the stairway leading down into the childcare area presents a possible falling hazard.
2. There is currently no guardrail in place that would prevent a child from falling over and on to the floor (for steps 1, 2, 3, and 4 from the bottom).

Plan of Correction: Will fix and add a handrail with barrier.
