Comments:
The licensing inspector conducted an unannounced renewal inspection July 7, 2016 from approximately 9:50am to 12:05pm.

The following ratios were observed with a total of 18 children present at the facility during the inspection:
Toddlers and Twos - 7 children with 2 staff
Threes and Fours - 6 children with 1 staff
School Age children - 5 children with 2 staff

The children were engaged in a variety of activities when the licensing inspector arrived. The Toddlers and Twos were observed participating in water play, watching children?s programs, taking bathroom breaks and preparing for lunch. The Threes and Fours were observed playing computer games, listening to different musical instruments and departing for a field trip to a local park. The school age children were observed preparing for a field trip. Lunch consisted of pizza, salad, applesauce and milk. All areas of the center including classrooms, hallways, kitchen, playground, and bathrooms were inspected. The center was equipped with toys and supplies and items were available to the children.

The following information was reviewed: updated injury prevention plan, injury reports, daily attendance, emergency preparedness plan, practiced emergency drill logs, parent agreements, staff training information and liability insurance. The facility?s first aid kit and emergency supplies were inspected. The facility provides transportation and the vehicle was inspected. Required transportation information and permission slips were reviewed during the inspection.

During the inspection, four children and five employee records were reviewed.

The risk profile tool will be used for the licensing recommendation once all of the necessary paperwork is received by the licensing department. The renewal application was received prior to the expiration of the current license. Until the new license is received, the provider is legally operating. Standard #: 22VAC40-185-470-E
Description: Based on observation, the facility did not ensure children who were not toilet trained were not allowed to use portable wading pools. Evidence: During the inspection, the licensing inspector observed seven Toddlers and Twos children playing in a wading pool. Four of the seven children playing in the wading pool were wearing diapers and pull-ups.

Plan of Correction: Per owner - Today was the first time we did water play this summer. I will review with both the parents and staff that children who are potty trained are the only children that will be allowed in the wading pool.

Standard #: 22VAC40-185-530-A
Description: Based on observation and review of documentation, the facility did not ensure at least one staff member trained in first aid and CPR was present wherever children were in care. Evidence: During the inspection, the licensing inspector observed two staff members leaving for a field trip to the local park and three staff members supervising children at the facility. The licensing inspector asked the owner which staff had current first aid and CPR certification. The owner stated that a class is scheduled for next Friday for the staff to obtain first aid and CPR certification. The owner also stated her certification had recently expired and the other staff member with current certification was out. The licensing inspector reviewed five staff records during the inspection. The staff records did not contain documentation of current first aid and CPR certification for the staff observed working during the inspection.

Plan of Correction: Per owner - First aid and CPR certification training is scheduled for 07/15/2016.
