The licensing inspector conducted an announced initial inspection at the new facility on Friday, November 18, 2016. The licensing inspector was on site from approximately 9:30am until 3:15pm. During the inspection, compliance with some standards could not be determined since the facility is not yet in operation. Compliance with these standards will be determined during unannounced visits once the program is in operation. The center will operate year round, from 6:00am to 6:30pm, and will serve up to 196 children, birth through 14 years of age. During the initial study, the facility was observed to be well laid out and filled with equipment for children. The classrooms have toys, educational materials, games, arts and crafts materials, and many other items for the children to use. Each age group has their own classroom. The center has four separate playgrounds for children to use. All areas of the facility including classrooms, hallways, bathrooms, kitchen, and playgrounds were inspected. Transportation will be provided. The bus and transportation documents were reviewed. Medication will be administered by a registered nurse or by staff that possess current medication administration training. During the inspection, the following items were reviewed and discussed; parent handbook policies, staff policies and procedures, emergency preparedness plan, emergency supplies, storage of medication, storage of cleaning supplies, menus, daily attendance sheets, Infant feeding schedule, and daily sheets. The program will be providing snack and lunch to children in care. Three staff records were reviewed during the inspection. Children?s records will be reviewed during the next inspection. The center has submitted all of the required application materials at this time. Though, some standards of care could not be determined during the initial study, the center is in substantial compliance with the standards that could be determined, and will be recommended for a six-month conditional license at this time. During the conditional period, the center will be subject to unannounced licensing inspections, with the first inspection taking place within the first sixty days of licensure. Standard #: 22VAC40-185-500-B Description: Based on temperature readings of the hot water temperature at the hand washing sink, the hot water temperature exceeded the allowed 120 degrees. Evidence: During the inspection, the licensing inspectors used a digital thermometer to obtain the water temperature at the hand washing sink located at the hand washing sink beside the diapering area in the Red Room. The water temperature at the hand washing sink registered 130.2 degrees Fahrenheit. Hot water accessible to children is required to be no higher than 120 degrees Fahrenheit. Plan of Correction: Per management - The plumber was contacted during the inspection. The plumber will install a mixing valve. Work on the sink had already been started today and is scheduled for completion on Monday, 11/21/16. Will be corrected prior to opening day.
