As a reminder, standards 22VAC 40-185-380.A.2.a and a.2 state that (a.) Centers operating five or more hours per day shall have a designated rest period for at least one hour but no more than two hours and (2) After the first 30 minutes, children not sleeping may engage in quiet activities.
An unannounced complaint site investigation was conducted on 10/14/2016 in response to a complaint received by the licensing office on 9/29/2016. Lunch service was observed and interviews of staff on site were conducted. Observation and interviews determined that the facility is not routinely offering second portions of food served, thus a violation was cited. The complainant alleged that staff leave the children unattended in the classrooms while opening the front door to parents and visitors. Observation and interviews did not support this allegation, thus it is determined to be not valid. Also alleged was that the children's rest period exceeds the maximum two hour time period. A preponderance of evidence gathered via observation and staff interviews did not prove the allegation to be valid. It was reported that the children are always watching television or shows on a laptop. Observation, review of the classroom schedules and staff interview revealed that the children are allowed to watch movies on occasion and often use the laptop or watch television at the beginning or ending of each day when groupings are mixed ages, but information gathered did not support extended use of media with the children. Standard #: 22VAC40-185-500-A Complaint related: No Description: Based upon observation, the facility has not ensured that children's hands are washed with soap and running water or disposable wipes before and after eating meals or snacks. Evidence: On 10/14/2016, the children in the preschool classroom were observed eating lunch. When the children finished eating, they cleared the table and went directly to lie down on their cots without washing hands. Plan of Correction: The facility responded with the following: When this situation was bought to the director's attention, it was addressed with the teacher. The teacher stated that the children went to their cot without permission. The teacher immediately told the two kids that were on the cot to line up with the rest of the class. The situation was corrected during the inspector's observations. Plan of Correction: During our staff meeting, the teachers were informed that after the children dump their tray, they should return to their table until everyone else has finished eating. Then they may line up their class to go to the bathroom to wash their hands.
Standard #: 22VAC40-185-560-F Complaint related: Yes Description: Based upon observation and interviews, the facility has not ensured that when meals and snacks are provided, the center follows the most recent age-appropriate nutritional requirements (USDA recommendations) and the children are allowed second helpings. Evidence: 1. The posted menu read on 10/14/2016 indicated that snack served on 10/11/2016 was water and a muffin and snack to be served on 10/14/2016 is water and a honey bun. Two food group components are required for snacks. 2. Lunch service was observed on 10/14/2016. The children were given plates already prepared with required age-appropriate portions. There was a cart on which additional food was stored in closed containers parked beside the toddler lunch table. The toddlers could not see the contents in the containers. Children in the infant room and two year old classrooms could not see this cart nor did their teachers offer second helpings to the children. 3. Six out of ten persons interviewed indicated that the children are not given adequate amounts of food or second helpings. Statements made included: "they (the children) get what they get"; "they (the children) had to eat all of the foods they were given before they were allowed any seconds"; "cheerios are given if they children ask for more"; "staff are allowed to serve what is given,however sometimes seconds are not provided"; "seconds are not available very often - only when the inspector is present"; "when administrators are asked if the children can have more, they are told it is all gone". Plan of Correction: The facility responded with the following:
1. Plan of Correction: The menu has been updated to reflect two food group components as required for snacks.
2. For lunch the children plates were already prepared with the age-appropriate portions as stated by the inspector. There was a cart with additional food in closed containers next to the infant toddler's lunch table, in front of the opened door of the pre-school class. The teacher in the preschool and infant toddler room asked the children if they wanted seconds as stated to the inspector by an employee.
Plan of Correction: The teachers in the infant and toddler (2's) room was reminded to ask their children if they want second helpings.`
The center will continue to follow the most resent age-appropriate nutritional requirements of USDA recommendations. The center will also continue to provide second helpings. In addition, all staff have been reminded in our staff meeting to ask children verbally whether or not they want seconds.
The center disagrees with the statements that are listed in the quotations provided during the investigation.
