The licensing inspector conducted an unannounced monitoring inspection on Thursday, January 5, 2017 from approximately 9:30am to 12:15pm to monitor the center's conditional licensure status. The following ratios were observed with a total of 32 children present during the inspection:
Infants: 3 children and 1 staff
Older Infants (Red Room): 6 children and 2 staff
Transitional Toddlers (Red Room): 4 children and 1 staff
Twos (Orange Room): 8 children and 2 staff
Threes (Green Room): 8 children and 1 staff
Fours (Purple Room): 3 children and 1 staff
School Age children were not present during the inspection.
Children were observed participating in a variety of activities during the inspection. Some of these activities included riding in the stroller, sleeping in cribs, playing with toys, eating lunch and participating in planned PE activities where the children were bouncing tennis balls on tennis rackets. Lunch consisted of grilled chicken, green beans, fruit and milk. All areas of the facility were inspected including all classrooms, bathrooms, hallways, kitchen and playgrounds.
Emergency supplies including first aid kit, flashlight, and battery operated radio were checked. Emergency drill logs were reviewed. Required postings were on display. During the inspection, the licensing inspector reviewed five children's and five staff records were reviewed. Standard #: 22VAC40-185-280-B Description: Based on observation, the facility did not ensure all hazardous substances were kept in a locked place that used a safe locking method that prevented access by children. Evidence: During the inspection, the licensing inspector observed a container of air freshener containing the words "Caution: Keep out of the reach of Children" on it. The air freshener was in a cabinet that was unlocked located in the Green Room. Plan of Correction: The cabinet in question was located high above a counter top used by the teacher. There were no children present in the room at the time of the inspection, and the cabinet was locked by the Site Director during the inspection. Teachers were reminded the day of the inspection that all cabinets containing hazardous materials must be locked up even when the room is not being used by the children.
Standard #: 22VAC40-185-290-3 Description: Based on observation, the facility did not ensure all electrical outlets contained protective covers. Evidence: During the inspection, the licensing inspector observed an electrical outlet on the floor by the computer in the Purple Room. The electrical strip contained four outlets that were not covered. Plan of Correction: Our school is equipped with child safety outlets for wall use. The uncovered outlets were on a newly installed power strip for the computer. Outlet covers were placed in the outlets during the inspection, and all power strips throughout the building were double checked with no other violations found. There were no children present in the classroom in question when the inspection occurred. Teachers were reminded the day of the visit that when non-child safety outlets are in use, or power strips are added to their classroom environment, outlet covers must be used.
