Today we discussed the importance of documenting when additional staff not normally counted in staff to child ratios are considered part of the ratios under various circumstances. There are provisions for "substitutes" and "parent vounteers" to sign in. However, if the food service personnel or supervisory staff step in to assist on occasion and are counted in staff to child ratios, there should be a way of documenting this for verification after the fact.

An unannounced complaint inspection was conducted on April 21, 2017 in response to a complaint that was received in the licensing office regarding alleged noncompliance in the areas of adequate staffing and adult to child ratios. Based on the information gathered, there was evidence to support the allegation, so complaint is found to be valid. Areas of non-compliance are identified on the violation notice. Description: Based on interviews and review of documentation to include staff time sheets, Monthly children's attendance records and parents' sign in logs, the licensee did not ensure a ratio of one staff member for every 10 children for children ages 3 to 5 years old. Evidence: 1. Sign in records, attendance sheets and staff sign in and out logs were reviewed for the month of March. 2. On March 10, 2017, documentation shows that there were 31 children present with 3 staff until 11:00 a.m. when a fourth staff person arrived. 3. On March 13, 2017, documentation shows that there were 31 children present with 2 staff until 11:00 when a third staff arrived. From 11:00 a.m. until children were dismissed at 3:30 there were 31 children with 3 staff. 4. On March 28, 2017, documentation shows that there were 33 children present and 3 staff were present all day. 5. The licensee was unable to demonstrate that the ratio of 10 children per every one staff was met during these times.

Plan of Correction: Staff #1 stated that there were several staff illnesses and staff's family emergencies occurring simultaneously during this period of time, but that there are normally extra staff available that assist in these situations. There are are additional resource staff, parent volunteers and program supervisors who are frequently in the classrooms who do interact with the children and assist, as needed. Staff #1 stated that she will discuss the situation with her supervisors and ask if the additional staff can be better documented to show that ratios are being covered during those times. In addition, staff will communicate with their supervisors immediately to advise of ratios not being met so that additional staff may be assigned in a timely manner.
