63.2 Facilities and Programs..
An unannounced monitoring inspection was completed on 09/25/2017. There were 13 children, ages 3 years-4 years and 2 staff providing direct supervision present during today?s inspection. The inspector reviewed 5 children?s records. The staff records have been previously reviewed at the off-site storage location. There is no medication being administered at this time. The children were observed in the following activities: music itinerate, circle time, outdoor large motor play, lunch, centers and nap. The emergency procedures and emergency supplies were reviewed during today?s inspection. Proper handwashing and table sanitization were also observed. The inspector discussed the following with the program staff: developing future plans for itinerate classes, sharing space with the school?s students, outdoor play spaces and age appropriate foods. An exit conference took place at the conclusion of today?s inspection to discuss areas of non-compliance. The inspector arrived at 9:05 a.m. and departed at 1:20 p.m. Thank you for your time today. Standard #: 22VAC40-185-230-B Description: Based on observation and discussion with staff, the facility failed to ensure that when individuals from independent contractors who do not meet staff qualifications are in the presence of children, that the children shall be within sight and sound supervision of a staff member. Evidence: Upon arrival to the facility the licensing inspector discovered that the 13 children in the Head Start Program were participating in their weekly music itinerate located in the public schools music room and were in the care of the public school's music teacher. The two Head Start teachers were in the Head Start classroom while the children were participating in the music itinerate in the music room with the music teacher and the children were not within sight and sound supervision of a program staff member. The Head Start teacher stated that the music teacher prefers that the Head Start teachers not stay during the itinerate time because the children respond better when the teachers are not in the room looking to them for guidance and direction; the music teacher approached the licensing inspector during the inspection and made the same statement. Plan of Correction: The Program Staff will discuss future itinerate class plans with the Head Start Administrative Staff.
