Technical Assistance:
Discussed the recent communication regarding fingerprint based background checks for child day programs. Anyone who has lived in another state in the past five years is required to request a check of the child abuse and neglect registry for each state they have lived in the past five years.

The licensing inspector conducted an unannounced monitoring inspection Friday, January 26, 2018 from 1:00pm to 4:00pm. The children were observed resting on cots. Later they were observed getting ready for snack and having story time. Snack consisted of crackers and milk. The menu is posted. All classrooms and playgrounds were inspected today as well as the facility?s mini buses. Five children?s records and five employee records were reviewed during this inspection. The center administers medication and it was reviewed. The center's first aid kit and emergency supplies were inspected. Last emergency drill: 01/26/2018 Last shelter-in-place drill: 01/18/2018 Last fire inspection: 01/03/2018 Last health inspection: 04/20/2017 Total enrollment today: 53 Today, the following child to staff ratios were observed: Infants ?4:1 Toddlers ?11:1 (rest time ratio) Twos ? 15:1(rest time ratio) Threes ?14:2(rest time ratio) Pre-K-9:1(rest time ratio) School Age ?8:1 The violations from the previous inspections were checked for corrections. Standard #: 22VAC40-185-280-B
Description: Based on observation on 01/28/2018 the center did not ensure that hazardous substances such as cleaning materials, were kept in a locked place using a safe locking method that prevents access by children. EVIDENCE: A container of Ajax was observed in a cabinet under the sink in the school age classroom.

Plan of Correction: Corrected on site, removed Ajax and placed in a locked closet. Will place sign on all unlocked cabinets stating to not put cleaning products in there.

Standard #: 22VAC40-185-330-B
Description: Based on observation on 01/26/2018, the center did not ensure that where playground equipment is provided, resilient surfacing shall comply with minimum safety standards. EVIDENCE: 1. Three out of four depth samples taken of the mulch on the preschool playground did not measure the minimum depth of six inches. 2. Four out of four depth samples taken of the mulch on the school age playground did not measure the minimum depth of six inches.

Plan of Correction: Will order mulch to be delivered in two weeks. Will post signs stating that the children should not play on the equipment until the mulch is down.

Standard #: 22VAC40-185-350-D
Description: Based on observation on 01/26/2018, the center did not ensure that during the designated rest period the ratio of staff to children is doubled. EVIDENCE: The ratio for the toddler class during the rest time was 11 children to 1 staff.

Plan of Correction: Will put ratio numbers outside of each classroom. Will re-educate staff on ratios, including sleep time ratios. Will also re-educated staff on transition procedures when they assume responsibility of a class.
