22VAC40-185 STAFFING AND SUPERVISION.
A complaint was received on November 17, 2017 via the on line complaint reporting system in regards to ratio and space during the morning time between 7:30 am and 8:00 am. An unannounced complaint inspection was made on 1/26/18 at 7:30 am to observe ratio and the space used. During this complaint inspection, it was determined through observations and interviews that the complaint was valid/substantiated. The complaint inspection was completed on 2/5/18 and sent to the provider via email on this date.
Standard #: 22VAC40-185-350-C Complaint related: Yes Description: Based on observation, the center failed to ensure that when children were in regularly ongoing mixed age groups, the staff-to-child ratio applicable to the youngest child in the group applied. Evidence: 1. At the arrival of the inspector into the large room where all children of different ages were gathering at 7:34 am, there were 13 children present with two staff directly supervising the children. The ages of the children were from 19 months through eight years. The age of the youngest child (19 months) would require a ratio of one staff for every five children. At 7:39 am, there were 14 children with two staff supervising. At 7:40 am, there were 15 children with two staff supervising. At 7:46 am, there were 16 children with two staff supervising. At all of these times the ratio would require one staff person for every five children present. A third staff person was present at the center but was occupied with other a duty other than supervising the children of opening the entrance door for each parent as they came to the center. This staff person was not in the classroom where the children were present and therefore unable to provide supervision of the children from 7:34 am until approximately 7:55 am. Plan of Correction: This was corrected during the inspection when two school-age children left for school and an additional staff person arrived at approximately 7:50 am. The director will ensure when staff are allowed to be off that arrangements are made to replace them for proper ratio/supervision.
