Comments:
An unannounced, monitoring inspection was completed on August 29, 2019, from 10:00 am to 2:00 pm at Children's Home Society of Virginia, located at 4200 Fitzhugh Avenue, Richmond, Virginia 23230. CHS provides foster care and parental placement adoption services. In addition, as part of the Adoptions through Collaborative Partnerships (ATCP) grant, CHS recruits and studies resource families. The agency reports 6 families approved for infant adoption and 12 families approved as resource parents through the ATCP grant. Presently, there are two contracted foster placements. Two adoptive home files, one foster home file, one foster child file and five personnel files were reviewed for compliance. There was one citation for a violation of the Standards for Child-Placing Agencies. The Chief Executive Officer and the Chief Programs Officer were available for the inspection and the exit interview at the end of the day.

Upon receipt of the violation notice, the licensee must develop a plan of correction for each violation. The plan of correction must include the following: the steps to correct non-compliance with the standard(s); measures to prevent re-occurrence of non-compliance; person(s) responsible for implementation and monitoring of preventative measure(s); and date by which non-compliance will be corrected. The licensee has ten (10) calendar days from receipt of the inspection documentation to complete the section entitled "Plan of Correction", sign each page of the Plan of Correction and return it to the Licensing Office. The licensee retains a copy to be posted at the facility. Results of the inspection are subject to public disclosure and will be posted on the VDSS web site within five (5) days, regardless of whether or not the Plan of Correction has been completed.

Description: Based on a review of the adoptive home records (AH-1 and AH-2) and an interview with agency representatives, the agency failed to assess that the applicants have the financial resources to provide for current and ongoing household need and maintenance of the family.

Evidence: The annual salaries for AH-1 and AH-2 don't match the figures provided by each family for their monthly net income. In both files, the monthly net income is documented as being higher than what it should be given the annual salary provided.

Plan of Correction: The social workers will review each financial statement carefully. If the figures provided don't add up, the social worker will review and revise the figures with the adoptive family to ensure an accurate assessment of the family's finances is possible.
